Dr. Elliott began his professional career in 1973 after graduating with a Ph.D. in Physics from the University of Notre Dame. He has held senior level positions at Rockwell International, Burroughs Corporation, Unisys, Science Applications International Corporation (SAIC) and Compaq. Prior to joining SicommNet, he was CEO of Path 1 Network Technologies, an IP video network company.

  James has over twenty years experience in systems analysis and design, and is responsible for all software development at SicommNet. He is the co-founder of SicommNet and is the principal architect of all SicommNet products to include SicommNets' enterprise BASEC systems, SicommNets' Marketplace systems, and all internal SicommNet systems. James is responsible for all software development and research at SicommNet. For his work in computer systems design and implementation, serving the County of San Diego Department of Information Services, James received numerous awards and commendations from Department Directors and the Board of Supervisors. James designed the original San Diego County SDCINET system and in 1994 as manager of the application system engineers staff moved the county to the internet. James was principal architect of numerous internet based county services and was solely responsible for the design and programming of the BuyNet interactive electronic commerce system which today remains on the leading edge of Internet based government information systems.

  Prior to joining SicommNet, Paul was Director of Business Process Development for ENCAD, Inc., where he was project manager for several development programs, including software development and new systems implementation. While serving as Vice President at Jostens Learning Corporation, he helped return the company to profitability. Paul developed his leadership and management skills through 25 years at Xerox Corporation in Finance, Human Resources, Customer Service, Organizational Effectiveness and Quality Management functions.

Michael T. Elliott - Chairman - Michael Elliott joined SicommNet's Board of Directors in December 2001 and became chairman in December 2002. Dr. Elliott began his professional career in 1973 after graduating with a Ph.D. in Physics from the University of Notre Dame. He has held senior level positions at Rockwell International, Burroughs Corporation, Unisys, Science Applications International Corporation (SAIC) and Compaq. Prior to joining SicommNet in 2001, he was CEO of Path 1 Network Technologies, an IP video network company.

Lee A. Grissom - Mr. Grissom joined SicommNet's Board of Directors in March 1999. Lee has an extensive background in business development, commerce, trade, and public service. He held key executive positions in Governor Pete Wilson's administration including Secretary of the California Trade and Commerce Agency, California's lead organization for economic development. He holds a Bachelor of Arts in Public Administration from San Diego State University and a Master of City Planning from San Diego State University.

Scott McClendon - Scott McClendon joined SicommNet's Board of Directors in December 2003. Mr. McClendon served as President and CEO of Overland Data, Inc., for nearly 10 years. During his tenure, the company's revenues grew from $7 million in 1991 to $163 million in 2002. Overland Data, Inc. is a global supplier of innovative data storage and storage automation solutions for computer networks. McClendon retired as President and CEO and was named Chairman of the Board. Prior thereto, he was employed by Hewlett-Packard,, for over 32 years in various positions in engineering, manufacturing, sales and marketing, and last served as the General Manager of the San Diego Technical Graphics Division and Site Manager of Hewlett-Packard in San Diego, California. Mr. McClendon holds B.S. and M.S. degrees in Electrical Engineering from Stanford University.

Richard Slansky - Richard Slansky joined SicommNet's Board of Directors in May 2002. Mr. Slansky is the President and CFO of SpaceDev, Inc. SpaceDev provides affordable and innovative space products and solutions. Prior to joining SpaceDev, Mr. Slansky served as chief financial officer, vice president of finance, administration and operations and corporate secretary for Path 1 Network Technologies, Inc. Mr. Slansky earned a bachelor's degree in science from the University of Pennsylvania's Wharton School of Business and a master's degree in business administration, finance and accounting from the University of Arizona.

Dana King - Mr. King is co-founder and Senior Vice President of Business Development for Liquid Environmental Solutions Corporation, a leading non-hazardous environmental services company with operations in Texas, Louisiana, Arizona and California. Prior thereto, Mr. King served as Managing Director and co-founder of U.S. Public Ventures, a venture capital fund seeking investments in public sector related businesses and Vice President of Marketing and Customer Service for U.S. Public Technologies, the company which pioneered automated traffic enforcement through high speed camera systems in North America. His education includes an M.B.A. from the UCLA Anderson School of Management and a B.A. in Economics from U.C. Santa Barbara.
