What is electronic procurement and why are so many public agencies implementing SicommNet's Solution?

Public agencies are seeking a total solution to automate their existing procurement systems, collect comprehensive data on expenditures, reduce the procurement cycle time, and reduce the cost of purchased goods and services.

SicommNet offers public agencies a self-funded model, which obviously means that it pays for itself. SicommNet assumes all the costs of integration and implementation, and is compensated entirely from vendor transaction fees based on awards received. The system is hosted by SicommNet and includes a commodity/service classification code system to categorize each registered vendor by the commodity or service the company provides and generate reports based on the data collected.
A public agencies decision to implement the BaSEC e-Procurement solution is based on the time and cost savings for the agency and the high level of compliance to both small and large purchase procedures.

The BaSEC e-Procurement solution includes on-line vendor registrations, requests for quotations (RFQ's), Invitations to bid (ITB's), Requests for proposals (RFP's), Reverse auctions and price lists/requirements cataloging systems.

How does the SicommNet e-procurement system benefit public agencies?

SicommNet saves agencies money while making its purchasing practices more open and accessible. the BaSEC solution eliminates the cost, paperwork and time involved in contracting. The current method of awarding contracts less than $25,000 involves soliciting offers by phone or fax, a time-consuming and sometimes unfair practice. By using SicommNet’s BaSEC system, agencies are spared the time to solicit offers under the current method as registered businesses are automatically notified whenever the agency submits and/or updates an online solicitation.

Is there a cost for vendors to join the SicommNet bidders group?

There is no vendor registration fee. However there may be a transaction fee applicable to awards from some agencies. This fee will be based on the dollar value of the awards/purchase orders made and shall be payable by the vendor to SicommNet. Vendors will have the option to include the transaction fee in their offer.

How does SicommNet’s e-procurement benefit vendors/contractors and taxpayers?

While there can be no guarantee that any vendor will receive an award for their goods or services, they can be assured that if there is a request for a good or service that they provide and have met the criteria set up by the agency, they will receive a notification of the solicitation and an equal opportunity to compete for awards.

Taxpayers benefit from SicommNet’s streamlined e-Procurement process, because Agencies procure goods and services faster and at a more competitive price- an overall savings in taxpayer's dollars.
