Robin Mattern Jeanne Goddard Frank Wypychowski

Robin Mattern has joined SicommNet to provide lead management and growth of State and Local government bidding services into new markets with state of the art web and mobile applications and technologies.  He is devoted in the development and implementation of product sourcing applications for government buyers and vendors and their comprehensive electronic procurement services and interactions.  With his 40+ years of computer technology excellence and vast knowledge base, Robin brings skill building, a strong competitive spirit, and web-based communications to his already accomplished team.

Jeanne Goddard has over 20 years of experience in the financial field.  At Sicommnet, Jeanne is a proven asset in overseeing all aspects of business including marketing and sales, finance, software technology, and staffing.  She has been the lead in strategic planning and oversight and provides assistance with technical teaming and partnering arrangements.  Jeanne received a Masters of Accountancy with emphasis in Taxation from San Diego State University-California State University.  She also holds a bachelors degree in Business Administration.

Frank Wypchowski has more than 35 years of senior and corporate management experience managing growth and overseeing changes within complex and diverse enterprises and market environments.   His executive leadership provides in-depth knowledge and expertise with strategic and operational business processes entailing re-engineering, acquisitions and mergers, marketing, sales, and distribution development, along with customer service and manufacturing operations.  Frank received a masters and bachelors degree in Electrical Engineering from the University of New York.  He also earned an undergraduate degree in chemistry.

Robin has over 40 years experience developing and managing comprehensive software solutions for a variety of applications as well as Computer Software, Time Sharing and Cloud Hosting. With his extensive knowledge in Computer Software, he has spent his career in a multitude of roles creating many innovative web applications by focusing on team building and customer needs.

Robin’s vast knowledge, impeccable leadership and passion for building flexible powerful solutions has brought him to SicommNet to provide new management that will cultivate State and Local Government bidding services, encompass team skill building and provide services that will ensure customer satisfaction.

 

Jill Cogswell- Agency Operations Manager


Jill leads the Agency and Vendor Support Customer Service team and is responsible for Software Implementations at SicommNet. She has over 25 years of experience in the eProcurement industry- with over six of those devoted years being at SicommNet.

Jill possesses extensive knowledge in contract negotiation and compliance,customer relations, technical support, software implementations, training and development. Jill understands agency needs and her priority is to continuously ensure customer satisfaction.

 


Michael MatsumotoAgency & Vendor Support Team


Michael provides expertise in agency and vendor issue analysis, resolution, implementation, training, and customer support. After retiring as a Management Analyst with 30 years of Federal Service, for the past 8+ years he provides in-depth technical support for both agency and vendor customers of BASEC, iCatalog, and SicommNet eProcurement processes and solutions.
Along with Michael’s broad knowledge, he maintains daily direct interaction with system programmers and developers to uphold high quality standards of customer support and satisfaction.



 
In Memoriam
James G. Beran,
Corporate VP and CIO, Chief Architect/Co-Founder     

James had over twenty years experience in systems analysis and design, and was responsible for all software development at SicommNet. For his work in computer systems design and implementation, serving the County of San Diego Department of Information Services, James received numerous awards and commendations from County Department Directors and the Board of Supervisors. James designed the original San Diego County SDCINET system and in 1994 as manager of the application system engineers’ staff moved the county to the Internet. James was principal architect of numerous internet based county services and was solely responsible for the design and programming of the BuyNet interactive electronic commerce system which today remains on the leading edge of Internet based government information systems.
Prior to his computer systems career, as the southern California applications systems engineer for metallurgical industry leader Vanguard Pacific, Inc., James engineered over one hundred selective electroplating industrial systems in the field for both Military and leading industrial electronic and defense component manufacturing corporations.
